400;">&ldquo;小矛盾&rdquo;影响着&ldquo;大民生&rdquo;,南康镇派出所立足主动警务、预防警务,传承和弘扬新时代&ldquo;枫桥经验&rdquo;,探索总结出矛盾纠纷多元化解&ldquo;三全&rdquo;工作法,努力把矛盾纠纷化解在基层、解决在源头,实现&ldquo;发现早、有人调、能化解&rdquo;目标,推动公共安全治理模式向事前预防转型,助力建设更高水平的平安庐山。2023年,该所共排查化解301起,调解率达99.6%,且调解后&ldquo;无一后悔反悔,无一上访信访&rdquo;,取得了良好的社会效果。</p><p style="font-weight: 400;">庐山市公安局南康镇派出所位于庐山市主城区,2023年矛盾纠纷警情占比高达70%,远超刑事、治安案件的警情数。为有效排查化解矛盾纠纷,南康镇派出所积极探索,建立健全有机衔接、协调联动、高效便捷的&ldquo;全方位、全链条、全要素&rdquo;矛盾纠纷多元化解机制,切实维护社会大局稳定。</p><p class="qf_image big /></p><p>一是警情摸排。深入细致研判分析每日警情、矛盾纠纷类别构成,围绕矛盾集中和隐患突出的重点领域、重点部位,按照&ldquo;动态清零&rdquo;的要求,开展台账化管理、分类别处置,实行全流程闭环管理,严防&ldquo;民转刑&rdquo;案事件发生。二是入户摸排。结合&ldquo;双提升&rdquo;&ldquo;百万警进千万家&rdquo;&ldquo;围庐夜话&rdquo;排查走访工作,在党委政府领导下,组织6名社区民警、42名社区网格员共同开展走访摸排,全面掌握社情民意、不稳定苗头和矛盾纠纷,做到底数清、情况明。三是联动摸排。强化资源整合,主动加强与住建、信访、教体、人社、民政等行业主管部门互动频率,密切关注多发、频发、高发及易引发极端或群体性事件的矛盾焦点,做到矛盾双方信息清楚、诉求清楚、情况清楚、化解责任清楚&ldquo;四个清楚&rdquo;。</p><p>全链条</p><p>压实工作主体责任</p><p 400;">一是压实首办责任。按照&ldquo;谁负责、谁调处&rdquo;的原则,压实第一调解员的责任,对职责范围内的事项限时予以解决,对需其他部门解决的建立台账及时报党委政府并全程跟进,确保矛盾不积累,纠纷不激化。二是压实包挂责任。对重大矛盾纠纷实行领导包挂责任制,包案到人、包事到人,细化分解责任领导、责任人员及化解时限,确保&ldquo;小事不出村(社区),大事不出乡(镇)&rdquo;,有效提高矛盾纠纷化解工作效率。三是压实部门责任。按照&ldquo;谁主管、谁负责&rdquo;原则,对摸排梳理的矛盾纠纷及时通报行业主管部门,并充分运用《风险提示函》,推动职能部门化解风险、解决问题,最大限度堵塞漏洞,消除隐患。</p><p /></p><p>一是党委统筹,部门联动。有效加强治安调解和人民调解、司法调解的衔接,全面整合公安、法院、司法、乡镇、村组干部、网格调解员等综治力量,做深做细教育引导、疏导化解、源头管控工作,着力构建&ldquo;1 N N&rdquo;(1党委统筹、N指社区、N指行业主管部门)纠纷调解机制,推动&ldquo;一站式&rdquo;调处化解,防止矛盾纠纷激化升级。二是及时调处,防止激化。按照&ldquo;预测在预防前,预防在调解前,调解在激化前&rdquo;的原则,对一般性矛盾问题,当场发现,就地化解;涉及情感类矛盾纠纷,充分利用&ldquo;一&lsquo;璐&rsquo;相伴&rdquo;工作室,发挥女警特有亲和力,畅通倾诉渠道,柔性执法;对重大矛盾纠纷,及时上报党委政府及行业主管部门,并做好重点跟踪、动态管控,确保每起纠纷有人跟、有后续、有结果。三是跟踪问效,防患未然。按照&ldquo;谁调处、谁负责&rdquo;的原则,对当日未化解的矛盾纠纷置顶为第二天的重点,督促民警尽快处理,不断减少矛盾纠纷存量;对已化解的矛盾纠纷及时进行回访,耐心倾听群众对调查过程、办理结果、执法态度、工作效率等方面的意见,在回访中进一步巩固成效;对于调解协议未履行的,认真倾听合理诉求及意见建议,督促落实调解协议,并对回访中发现的不稳定因素及时采取措施跟进解决,确保矛盾纠纷调处不反弹。</p><p>源自庐山市公安</p>
